It was indeed a bank. It was the "People's Bank" actually, and yes it is inside a store. In america, often times there are banks inside stores. My local grocery store has America's Bank in it, and my local walmart has a RCU in it.
It's fairly common these days in the states. Let me see if I can figure out what store the bank was located in. Based off the name of the bank (it's not a national bank), one would guess it's just one of those local grocery stores.
